The Brazilian Institute of Geography and Statistics (IBGE), through its decennial work of the demographic census, presents on its web pages, hundreds of basic/variable data about households, public places, residents, etc., from all over Brazil, but it does not translate as indicators, positive or negative, of local development, for each region, as they do not refer to a comparative paradigm, not even with their total number. As a result, it is not possible to assess whether a territory, for example, with “X” households without public water supply, is a significant and worrying number, or whether it is an isolated fact with a simple solution. By transforming these variables into indicators, the evaluation becomes more objective and clear, as it will be informed that that number “X” corresponds to “Y%” of the households in the region under study. In this literature review article, based on IBGE variables, in terms of quality of life, socioeconomic development and socioenvironmental sustainability, urban indicators will be presented, which will form part of a Civilizational Index of Local Development (ICDL), which aims to guide and collaborate with researchers and urban planning professionals, mainly with regard to the creation of urban public policies.Downloads
